Community Development
What We Do
The Community Development team is committed to making Eugene a better place to live and work. The division works towards the achievement of this general goal through an array of programs focused on more specific goals, including:
- Affordable rental housing development and housing repair (HOME)
- Downtown planning and improvement
- Economic stability through living-wage job creation
- Managing federal Community Development Block Grants (CDBG) activities
HUD approved the Eugene-Springfield HOME-ARP Allocation Plan
In August HUD approved the HOME Consortium's HOME-ARP Allocation Plan, which details the use of new federal funds provided to Eugene and Springfield through the American Rescue Plan Act of 2021. For more information please see the HOME-ARP webpage.

Homelessness
Homelessness is a complex problem significantly impacting our community. The City partners with Lane County (our region’s lead agency on homelessness), social service providers, and other community stakeholders to reduce homelessness and its impact in our community.

Renter Protections Process
Renter protections are broadly defined. They can include programs like the City’s Rental Housing Code program, which regulates rental properties in the city by creating minimum habitability standards. Renter protections can also include anti-discrimination protections like the ones found in Eugene’s Human Rights Code. They can even include rent stabilization and limitations on no-cause evictions like those found in SB 608 (2019). The recommendations for renter protections made by the Housing Policy Board are focused on: 1) Protecting renters and vulnerable populations and 2) Preventing displacement.

Housing Tools and Strategies
The Housing Tools and Strategies team provides quarterly updates to City Council on progress of the items within the Action Inventory. Learn about missing middle housing, zoning changes, and more.

Project Overview
At the May 2018 Work Session, Eugene City Council passed a motion to have staff implement a process to identify barriers to housing affordability, availability, and diversity, and to suggest, evaluate, and recommend possible strategies and tools to address the barriers. The process that resulted was the Housing Tools and Strategies (HTS) Working Group.

HTS Working Group
The Housing Tools and Strategies Working Group was comprised of 35 community members ranging in interest, skills, involvement, and advocacy for housing development. At the end of the four meetings the Working Group voted on recommendations to improve housing affordability, availability and diversity in Eugene.

HTS Action Inventory
The Housing Tools and Strategies Action Inventory is intended to be used as an inventory of potential actions that can affect housing affordability, availability, and diversity of type. It is a large menu of actions that can be implemented over time, many of which require additional research to understand impacts, resources required, and how best to implement to be effective. It is a work in progress—it will be modified as new ideas emerge, as actions are implemented, and actions found to be ineffective are removed from the inventory. For each action, the document provides a brief explanation and the level of support the action had from the HTS working group.
