To help reduce economic stress and assist City of Eugene employees affected by the COVID-19 outbreak, the City has implemented temporary policies and benefits to provide eligible COE employees with job-protected leave and alternative pay options. Information on these policies and other benefits and resources are described below.

Flexible Leave Balance Exceptions - extended through 06/30/23
Employees who require time off due to specific COVID-19 related reason will be permitted to use any of their accrued leave banks and leave rules and restrictions will be waived.
Talk with your supervisor to explore flexible work options that may reduce or eliminate the need for leave balance exceptions. Please review the policy below for more information.
Emergency Leave Donation
The City has implemented an Emergency Leave Donation program where Regular, Limited Duration, and Recreation Activity employees can donate accrued leave to help other employees impacted by the declared COVID-19 major disaster.
While we have currently paused accepting donations to the bank, eligible employees may still request access to donated leave using the donation request form below.
Effective 01/30/22, City of Eugene Temporary employees who miss time they were scheduled to work due to COVID-19, will be eligible for up to 40 hours of donated leave if they have exhausted their available Oregon Sick Time Leave. This provision is not available for employees who are employed through Galt, Quantum, or other contracting agencies.

Employee Assistance Programs
The City offers free confidential counseling and problem-solving services via our Employee Assistance Program (EAP) to all City regular employees.

Voluntary Furlough
The Voluntary Furlough policy encourages employees to help reduce payroll costs by requesting unpaid time off. Eligible employees are provided the opportunity to request unpaid time off while maintaining seniority and benefits (some restrictions may apply).
Teladoc
The City of Eugene has added Teladoc to the existing health care plans. For more information visit the Pacific Source website. Teladoc can prescribe testing for COVID-19 and provides quick access to a provider for medical and behavioral health services.
- All co-pays, deductibles and co-insurance will be waived for all Teladoc services.
- Coronavirus (COVID-19) testing and diagnosis related visits will be covered at no cost.
