Suzanne Arlie Park Development
Suzanne Arlie Park is the largest park in Eugene's system, consisting of 515 acres in southeast Eugene. The park includes prairie, Oak and Douglas-Fir habitats and offers views of the neighboring Spencer Butte.
The master plan has been completed and includes a network of interconnected trails for nature-based recreation, disc golf, programmed group-camping, a mountain bike skills park, and habitat conservation and restoration efforts which are already underway.
The first phase of park development is bond funded and will include habitat enhancements, an extension of the Ridgeline trail and mountain bike trails. Construction is expected to begin in 2024.

Phase I will include a two-mile extension of the of the Ridgeline shared-use trail, new mountain bike-optimized trails, along with a mountain bike skills park.
The Suzanne Arlie Park Master Plan, completed in 2020, serves as the basis for the refined design work now underway.
The final design will consist of several shared-use paths and mountain bike optimized trails connecting Mount Baldy to the proposed parking lot on the eastern side of Arlie Park. The 55+ acre skills park will be built through several phases of construction and meant for riders of all levels to enjoy.
In late 2022, City of Eugene convened a Mountain Bike Advisory Committee made up of 14 local mountain bike enthusiasts who represent different mountain biking interests. The group is meeting regularly to provide input on mountain bike trail design and to help city staff prioritize what mountain bike trails should be built with Phase I funding. Committee members are:

The City of Eugene hired Ptarmigan Ptrails in early 2023 to design the trail system as well as assist in construction oversight. The Ptarmigan team has completed the concept design.
City staff are working on wetland delineation and cultural resource surveys in order meet requirements of Federal and State agencies, as well as a federal grant awarded to the project.
The City of Eugene staff team currently working on the project includes Philip Richardson, Emily Proudfoot, Shelly Miller, Adam Steffen, Jesse Cary-Hobbs, Kate Wilson, Ryan Turner and Marcel Bieg.
The environmental and cultural survey work will inform the construction timeline. It is anticipated that the trail design will be finalized by Fall 2023 with construction beginning in late Spring 2024 and continuing into 2025.
This project is funded by the City of Eugene’s 2018 Parks and Recreation bond funds, systems development charge funds and a grant funds.
In the Fall of 2022, the City of Eugene applied for and was awarded a Federal grant for $1,214,479 by the US Economic Development Administration. The City of Eugene has provided $724,836 in matching local funds. View the grant application.
